Call to Artists: Community-Informed Public Art Project in East Calgary International Avenue

One of the options for application support is working one-on-one with a staff member to identify your needs and how we can meet them. Our team can assist you over the phone, in-person or online.

Outside Support for Applicants

You also have the option to seek personal one-to-one support from someone outside of Calgary Arts Development to help you with the application process. If this is something you need, we may be able to directly pay that external support person for the hours they spend helping you with your application. It is up to the applicant to determine the amount of time and kinds of support needed, and to set an hourly rate with whoever they choose to work with. If you are new to grant writing, it may be helpful to seek support from someone who has applied for an art grant before or is familiar with writing grants or essays.

Calgary Arts Development (CADA) is seeking two artists or artist teams to each design and create a permanent public artwork in the East Calgary International Avenue (ECIA) region. One artist/artist team will be selected for a smaller project with a total budget of C$30,000, and one artist/artist team will be selected for a medium project with a total budget of C$90,000 (exclusive of all applicable taxes).

The main goal of the projects is to share previously unheard stories of life in the ECIA. The region includes Albert Park/Radisson Heights, Applewood Park, Dover, Erin Woods, Forest Heights, Forest Lawn, Penbrooke Meadows, Red Carpet, Southview, 09Q and a portion of Golden Triangle. Currently, official community histories in the Local Area Plan lack meaningful information about key demographics, including racialized and urban Indigenous peoples.

Engaging with past and present residents of ECIA will be a major component of this project — the final artworks must be informed by the relationships made, stories shared and research done in these communities. Establishing trust and building good relations with community members is vital to the collaborative nature of this project and its success. We are looking for artist(s) who can react to and build on what they learn through community engagement, and we anticipate that the creation process will be collaborative and dynamic. 

This opportunity is open to artists currently residing in the Treaty 7 area. We expect that artists will spend plenty of time in the area, having conversations and strategizing with community members, before their concept and installation plans move forward.

The final artworks may contain temporary elements or event-specific components, but there must be artwork physically installed in a publicly accessible space in the ECIA region. Calgary Arts Development is open to works in any media that are durable and amenable to affected ECIA residents, including but not limited to: sculpture, sound installations and localized radio broadcasts, earthworks and gardens, videos, ground and vertical murals, signage and wayfinding elements. The site of each work is unspecified, but artworks must be installed within the geographic boundaries of the ECIA. Artwork sites will be determined through the artist’s suggestions and in consultation with the communities.

Calgary Arts Development has an outline of how each project budget could be spent, based on percentages for artist’s fee, community engagement, materials and fabrication, maintenance, accessibility and documentation. However, we are open to adapting how the budget is broken down based on the artist/artist team’s approach once selected, while recommending that 25 per cent of each budget is dedicated to the artist’s fee. The total allocated project budgets will not be increased.

Selected artists will:

• Work with ECIA community members to ensure an authentically representative public art piece.
• Plan and lead accessible, meaningful engagement sessions with underserved communities in the ECIA over the course of four months before developing a proposed public art concept. Calgary Arts Development can recommend contacts and locations for this phase of the project, and Calgary Arts Development staff will be present to help at and document all engagement events.
• Meet with the Calgary Arts Development Project Lead on a regular (weekly or biweekly) basis over the duration of the project to discuss updates and issues.
• Travel throughout the ECIA region, seeking and documenting appropriate sites (and backup sites) for the final artwork.
• Liaise with Calgary Arts Development staff to gain site approvals and community buy-in for approved site.
• Design and create an artwork with permanent components that is informed by research and stories shared by ECIA communities.
• Share regular progress updates with the engaged communities and ECIA cultural advisors.
• Participate in learning sessions that support the goals of the project, as needed.
• Develop and implement installation plans, adhering to Operational Health and Safety (OHS) standards in Alberta, to be approved by Calgary Arts Development staff.
• Schedule material shipments, fabrication and installation of the final artwork in consultation with Calgary Arts Development staff.
• Oversee the installation of their public art piece, alongside Calgary Arts Development staff.
• Create a maintenance manual for the final art piece. The artwork will be accessioned into The City of Calgary’s Public Art Collection upon completion.
• Celebrate the unveiling of their art with the with the potential to participate in media interviews.

Ideal project artists:

• Are available to spend plenty of time in the ECIA region (from May 2026 onwards).
• Have experience with large-scale creative projects.
• Enjoy public speaking and leading community outreach and engagement activities.
• Enjoy research activities and history.
• Are good listeners who are willing to change their approach based on what is shared with them.
• Recognize that there are both positive and negative aspects of living in the ECIA.
• Are self-aware about any privileges they may bring with them.
• Respectfully ask questions when they don’t have answers.
• Value building trust with marginalized groups.
• Value stories and oral histories.
• Strive to maintain ties with the communities once their project is installed.

Selected artists will work with a team of Calgary Arts Development staff, ECIA cultural advisors and ECIA residents. In the first phase of the project, the artists will work to build meaningful relationships with underrepresented ECIA residents and listen to their stories. They will research the history of this area, and develop an informed creative output based on the needs of the community. The second phase will involve the detailed design and fabrication of a long-lasting piece of art that will be installed somewhere in the ECIA region. This is a capacity-building project and will involve mentorship and development opportunities tailored to selected artists. For example, Calgary Arts Development can connect artists to educational resources, fabrication companies and engineers if it’s appropriate for their project.

INTRODUCTION TO EAST CALGARY

The East Calgary International Avenue (ECIA) region of Calgary is known for its cultural diversity. According to Statistics Canada, this area is home to the highest concentration of urban Indigenous people as well as the broadest range and highest concentration of visible minorities in the city. In some places in East Calgary, residents communicate almost exclusively in Vietnamese, Tagalog, Arabic and Spanish.

ECIA has dozens of existing artworks, including sculptures, mosaics, murals on aluminum panels, fuse boxes and gardens. See calgarypublicartguide.com and intlave17se.ca/arts-on-the-avenue for details about many of the works in the area.

Calgary Arts Development is seeking artists who want to explore the richness and complexity, of life in ECIA.

Stage 1 — Submission of Expression of Interest

Calgary Arts Development invites qualified artists/artist teams to apply by submitting information and a portfolio through our online platform.

Artists/artist teams may only apply for one of the two commissions available.

Submissions will be reviewed by the assessment committee, from which artists/artist teams will be shortlisted (see Stage 2).

Applications should not include a concept proposal for this opportunity — at this stage we are interested in your desire to make public art in response to community engagement, and how you’ve done this in the past or plan to as a next step in your artistic career.

The C$30,000 opportunity is appropriate for early career public artists or visual artists who are searching for opportunities to enter into public art. The C$90,000 opportunity is appropriate for mid-career artists, or artists who already have experience in artist-led engagement, design, fabrication and installation of public art.  Both opportunities will be best suited for an artist with a strong community engagement practice, or a desire to expand their community engagement experience in their artist practice.

When submitting your application, you will be required to select the project you are interested in.

Submissions will be evaluated on artist/artist team responses to the following (rated out of 100 points):

1.  Engagement with communities is key to the success of this project. The main goal of the project is to share previously unheard stories of life in the ECIA. What is your approach to developing an artwork that honours the lived experiences of ECIA community members? (400 words max.)

2.  Artist-led community engagement can be challenging — there are many voices that need to be heard. Sometimes the discussion goes somewhere unexpected, and things may take longer than planned. Tell us about a time when you were challenged while working in a community or working in a group, how you worked through the issue and what you learned through this experience. (300 word max.)

If artworks were done in collaboration with another artist, indicate the name of the collaborating artist(s) and describe your role in the collaboration. Failure to credit collaborators or co-creators and/or to upload artworks that do not belong to you and/or infringe on another artist’s copyright will make your application ineligible for assessment. 

Bonus Question 1: Do you have an established relationship with an underserved community in the East Calgary area? If yes, name the community and describe your connection to them.

Bonus Question 2: Do you have an established connection with spaces or organizations in the East Calgary geographic area? For example, you attended school in the region, you frequent cultural restaurants and shops, you access programs and services in the community such as The Alex Community Food Centre, Soap ‘n Suds at Ernie Starr Arena, Forest Lawn Library, Victory Church food hampers, Alberta Child and Family Services Erin Woods branch. If yes, describe how you engage with the area and how often.

Any application not received by the closing date and time will not be considered. Documents and other support materials that have not been requested will not be reviewed.

SCORING PROCESS

The application process is competitive. The assessment committee will review all eligible and complete applications. Decisions of the assessment committee are final, and the committee reserves the right to select no applications.

Stage 2 — Interviews of shortlisted artists

Shortlisted artists/artist teams will be interviewed by the assessment committee, which is made up of artist peers, ECIA community members and subject matter experts.

Shortlist interviews will be 45 minutes and will focus on the artist/artist team’s previous work, methods of working in communities, and approach and aspirations for the project. Interview questions will be shared one week in advance of the interview.

Two successful artists/artist teams will be recommended by the assessment committee following interviews and a period of discussion and deliberation. Final approval of the selected artists will be held with Calgary Arts Development’s Director of Public Art.

The membership of the assessment committee will be chosen through community nominations and staff expertise. Anyone can ask to participate on a Calgary Arts Development assessment committee by completing the Assessor Nomination Form or by emailing publicart@calgaryartsdevelopment.com.

Assessment committees are chosen to represent the broad diversity of Calgary and its artistic communities, including but not limited to: artistic discipline, gender, sexuality, age, religion, beliefs, nation, physical and neurological identities, etc. For this project, a special emphasis will be placed on ECIA community members. 

Conflicts of Interest: Calgary Arts Development defines conflicts of interest as close family members, people who are involved in the activity being applied for or where there is a real or perceived financial benefit. If in doubt, assessors are encouraged to talk with Calgary Arts Development staff. 

If a committee member has declared a conflict of interest, they will not assess those specific applications or be present for any discussions of those applications.

Applications are accepted through our online platform. The application form will be available on the date the program opens. Applicants must be registered as an Individual Artist or Artist Collective to apply.

• Nhận thức được cả mặt tích cực và mặt tiêu cực khi sống tại vùng ECIA.
• Tự nhận thức được bất cứ đặc quyền cá nhân nào họ có thể có.
• Đặt câu hỏi một cách tôn trọng khi chưa có câu trả lời.
• Xem trọng việc xây dựng niềm tin với các nhóm người bị thiệt thòi.

Các nghệ sĩ được lựa chọn sẽ làm việc với một nhóm nhân viên Calgary Arts Development, các nhà cố vấn văn hóa của ECIA và cư dân ECIA. Tại một số nơi ở khu vực Hàng lang Phía Đông (East Corridor), các dân cư giao tiếp với nhau gần như hoàn toàn bằng tiếng Việt, tiếng Tagalog, tiếng Ả Rập và tiếng Tây Ban Nha.

Calgary Arts Development đang tìm kiếm những nghệ sĩ muốn khám phá sự phong phú và phức tạp của cuộc sống tại ECIA.

Giai đoạn 1 – Nộp hồ sơ Thể hiện Sự Quan tâm

Calgary Arts Development mời gọi những nghệ sĩ/nhóm nghệ sĩ có đủ điều kiện đăng ký và nộp hồ sơ năng lực thông qua nền tảng trực tuyến của chúng tôi.

Các nghệ sĩ/nhóm nghệ sĩ chỉ có thể đăng ký một trong hai dự án có sẵn.

Hồ sơ sẽ được hội đồng đánh giá xem xét, qua đó các nghệ sĩ/nhóm nghệ sĩ sẽ được chọn vào danh sách vòng tiếp theo (xem Giai đoạn 2).

Hồ sơ đăng ký không nên bao gồm đề xuất ý tưởng cho cơ hội này – ở giai đoạn này chúng tôi quan tâm đến mong muốn của bạn trong việc thực hiện nghệ thuật công cộng đáp ứng với sự tham gia của cộng đồng, và bạn đã từng làm điều này trước đây chưa hoặc kế hoạch bước tiếp theo trong sự nghiệp nghệ sĩ của bạn là gì.

Cơ hội trị giá 30.000 CAD phù hợp với các nghệ sĩ công cộng hoặc nghệ sĩ thị giác mới bắt đầu sự nghiệp đang tìm kiếm những cơ hội để bước vào lĩnh vực nghệ thuật công cộng. Cơ hội trị giá 90.000 CAD phù hợp với các nghệ sĩ đang ở giai đoạn giữa sự nghiệp, hoặc các nghệ sĩ đã có kinh nghiệm trong việc dẫn dắt các nghệ sĩ khác, thiết kế, chế tác và lắp đặt nghệ thuật công cộng. Cả hai cơ hội đều sẽ phù hợp nhất với một nghệ sĩ có thực hành gắn kết cộng đồng mạnh, hoặc mong muốn mở rộng kinh nghiệm gắn kết cộng đồng trong hoạt động nghệ thuật của mình.

Khi nộp đơn đăng ký, bạn sẽ được yêu cầu lựa chọn dự án bạn quan tâm.

Bài dự thi sẽ được đánh giá dựa trên câu trả lời của nghệ sĩ/nhóm nghệ sĩ về các điểm sau (trên thang điểm 100):

1. Sự tương tác với cộng đồng là yếu tố then chốt cho thành công của dự án này; mục tiêu chính của dự án là chia sẻ những câu chuyện chưa từng được kể về cuộc sống tại vùng ECIA. Hướng tiếp cận của bạn để phát triển tác phẩm nghệ thuật tôn vinh những trải nghiệm sống của thành viên cộng đồng ECIA là gì? (tối đa 400 từ.) 20 điểm
2. Sự tương tác với cộng đồng do nghệ sĩ dẫn dắt có thể gặp nhiều thách thức – cần lắng nghe nhiều ý kiến. Đôi khi cuộc thảo luận đi đến những hướng không mong đợi, và mọi thứ có thể kéo dài hơn so với kế hoạch.
   Hãy kể về một lần bạn gặp khó khăn trong khi làm việc trong một cộng đồng hoặc làm việc trong một nhóm, cách bạn đã giải quyết vấn đề và bài học bạn rút ra được từ trải nghiệm đó. (tối đa 300 từ.) 15 điểm
3. Bạn sẽ làm gì để đảm bảo sự tham gia đa dạng trong các hoạt động tương tác? Bạn có thực hiện những việc cụ thể nào để các thành viên trong cộng đồng cảm thấy được chào đón và tạo cho họ cảm giác được kết nối, chấp nhận và trân trọng trong suốt dự án không? (tối đa 200 từ.) 15 điểm
4. Dự án này nhằm mục đích thuật lại những câu chuyện chưa từng được kể của cư dân ECIA. Câu chuyện chưa được kể là gì và làm cách nào bạn xây dựng lòng tin trong cộng đồng để khám phá những câu chuyện chưa từng được kể ở nơi đây? (tối đa 400 từ.) 20 điểm
5. Sơ yếu lý lịch: Tải lên một bản sơ yếu lý lịch của bạn, tóm tắt các thành tựu trong lĩnh vực nghệ thuật và xây dựng cộng đồng. Hội đồng đánh giá quan tâm đến kinh nghiệm nghệ thuật sáng tạo có liên quan và được chứng minh, cũng như kinh nghiệm dẫn dắt và tiếp cận cộng đồng đã được chứng minh. 15 điểm
6. Hồ sơ năng lực: Tải lên ít nhất năm và tối đa là 10 ví dụ về những tác phẩm nghệ thuật bạn đã làm hoặc các buổi sinh hoạt nhóm bạn đã điều phối. Xin nhớ điền đầy đủ thông tin trong mỗi hồ sơ, để hội đồng đánh giá biết thông tin về ai/ việc gì/ ở đâu/ v.v… trong mỗi ví dụ. Hội đồng đánh giá quan tâm đến công việc gắn kết với cộng đồng đầy hoài bão và sáng tạo của bạn. 15 điểm.

LƯU Ý: Tác phẩm nghệ thuật được tải lên phải là tác phẩm gốc và thuộc quyền sở hữu của nghệ sĩ. Nếu tác phẩm nghệ thuật được thực hiện từ sự hợp tác với nghệ sĩ khác, xin ghi rõ tên của (các) nghệ sĩ hợp tác và mô tả vai trò của bạn trong quá trình hợp tác. Việc không ghi nhận những người đóng góp hoặc người đồng sáng tạo và/hoặc tải lên các tác phẩm nghệ thuật không thuộc quyền sở hữu của bạn và/ hoặc vi phạm bản quyền của nghệ sĩ khác sẽ làm hồ sơ đăng ký của bạn không đủ điều kiện được đánh giá.

Câu hỏi phụ 1: Bạn có mối liên hệ đã được thiết lập với một cộng đồng chưa được quan tâm đúng mức trong khu vực Hành lang Phía Đông (East Corridor) không? Nếu có, hãy nêu tên cộng đồng đó và mô tả mối liên hệ của bạn với họ.
10 điểm nếu đủ điều kiện.

Câu hỏi phụ 2: Bạn có mối liên hệ đã được thiết lập với các không gian hoặc tổ chức trong khu vực địa lý của vùng East Corridor không? Chẳng hạn, bạn từng tham gia học tại trường trong khu vực, bạn thường đến các nhà hàng và cửa hàng văn hóa, bạn tham gia các chương trình và sử dụng dịch vụ trong cộng đồng như Trung tâm Thực phẩm Cộng đồng Alex (Alex Community Food Centre), Soap ‘n Suds tại Sân Vận động Ernie Starr, Thư viện Forest Lawn, các giỏ thực phẩm cứu trợ của Nhà thờ Victory, Dịch vụ cho Trẻ em và Gia đình Alberta thuộc chi nhánh Erin Woods. Nếu có, hãy mô tả cách bạn gắn kết với khu vực này và bao lâu một lần.
10 điểm nếu đủ điều kiện.

HẠN NỘP

Các hồ sơ đăng ký phải được nộp trước hạn chót. Để được trợ giúp và hỗ trợ về thủ tục đăng ký, vui lòng liên hệ không trễ quá 10 ngày làm việc trước hạn nộp. Bất kỳ hồ sơ đăng ký nào không được nhận trước ngày và giờ đóng hồ sơ sẽ không được xem xét. Các hồ sơ và các tài liệu hỗ trợ khác mà chúng tôi không yêu cầu sẽ không được xem xét.

QUY TRÌNH CHẤM ĐIỂM

Quá trình xét tuyển mang tính cạnh tranh. Hội đồng đánh giá sẽ xem xét tất cả các hồ sơ đăng ký hợp lệ và hoàn chỉnh. Các quyết định của hội đồng đánh giá là quyết định cuối cùng, và hội đồng có quyền không chọn bất kỳ đơn đăng ký nào.

Các thành viên hội đồng đánh giá sẽ xem xét các hồ sơ đăng ký và đánh giá mức độ đồng ý hoặc không đồng ý với mỗi yếu tố xem xét của chương trình đã liệt kê ở phần trên, dựa trên thông tin được cung cấp trong hồ sơ đăng ký:

Giai đoạn 2 – Phỏng vấn các nghệ sĩ trong danh sách được chọn vào vòng tiếp theo

Các nghệ sĩ/ nhóm nghệ sĩ sẽ được Hội đồng đánh giá phỏng vấn, Hội đồng bao gồm các nghệ sĩ đồng nghiệp, thành viên cộng đồng ECIA, và các chuyên gia về lĩnh vực liên quan.

Buổi phỏng vấn vòng trong sẽ kéo dài 45 phút và tập trung vào các công việc trước đây của nghệ sĩ/ nhóm nghệ sĩ, các phương pháp làm việc trong cộng đồng, và cách tiếp cận và nguyện vọng dành cho dự án. Các câu hỏi phỏng vấn sẽ được chia sẻ một tuần trước buổi phỏng vấn.

Hai nghệ sĩ/ nhóm nghệ sĩ thành công sẽ được Hội đồng đánh giá đề xuất sau các buổi phỏng vấn cũng như một thời gian thảo luận và cân  nhắc. Giám đốc Nghệ thuật Công cộng của tổ chức Calgary Arts Development sẽ là người phê duyệt sau cùng các nghệ sĩ được chọn.

Thành viên của Hội đồng đánh giá được chọn thông qua đề cử từ cộng đồng và chuyên môn của nhân viên. Bất cứ ai cũng có thể yêu cầu được tham gia vào Hội đồng đánh giá của Calgary Arts Development bằng cách điền vào Phiếu Đề cử Người đánh giá hoặc bằng cách gởi email đến publicart@calgaryartsdevelopment.com.

Hội đồng đánh giá được chọn để đại diện cho sự đa dạng phong phú của Calgary và các cộng đồng nghệ thuật của thành phố, bao gồm nhưng không giới hạn ở: lĩnh vực nghệ thuật, giới tính, tính dục, tuổi tác, tôn giáo, niềm tin, quốc gia, các bản sắc thể chất và thần kinh, v.v… Đối với dự án này, sự chú trọng đặc biệt sẽ dành cho các thành viên của cộng đồng ECIA.

Xung đột Lợi ích: Calgary Arts Development định nghĩa xung đột lợi ích là các thành viên gia đình thân thiết, những người liên quan đến các hoạt động đang được đăng ký hoặc ở vị trí có lợi ích tài chính thực hữu hoặc tiềm tàng. Nếu không chắc chắn, người đánh giá được khuyến khích cần trao đổi với nhân viên Calgary Arts Development.

Nếu một thành viên Hội đồng đã khai báo một xung đột lợi ích, họ sẽ không được tiếp cận các hồ sơ đăng ký chuyên biệt liên quan đến xung đột hoặc tham dự bất kỳ cuộc thảo luận nào về những hồ sơ đó.

Các hồ sơ đăng ký được chấp nhận thông qua cổng đăng ký trực tuyến của chúng tôi. Người đăng ký phải tạo một hồ sơ để đăng ký và cần hoàn thành đầy đủ hồ sơ của mình trước khi bắt đầu đăng ký.

Calgary Arts Development cam kết thực hiện các quy trình cởi mở, công bằng và minh bạch. Chúng tôi thừa nhận có những rào cản tồn tại trong cộng đồng nghệ thuật, đặc biệt đối với những cộng đồng đang tìm kiếm sự công bằng, và rằng có nhiều điểm khởi đầu độc đáo để một người bước vào con đường thực hành nghệ thuật và sự nghiệp nghệ thuật. Chúng tôi sẽ làm việc trực tiếp với từng người để tìm kiếm phương án phù hợp với khả năng và hoàn cảnh của họ.
